As we continue moving forward with Phase 2 of Metro’s organizational changes, we want to share several important leadership updates with the Metro team.

These changes reflect our continued commitment to strengthening our organization, supporting our employees, improving coordination across Metro, and ensuring that we have the right leadership structure in place to provide safe, reliable, and customer-focused service.

 

Robert Jones, Deputy Director of Public Transit. Rob will be leaving Metro to become the new Executive Director of the Greater Buffalo Niagara Regional Transportation Council (GBNRTC).

Rob has been an important member of the Metro leadership team, and we thank him for his contributions and dedicated years of service to NFTA Metro. We wish him the very best as he takes on this new regional transportation leadership role. His last day at Metro is August 28. 

 

Rachel Maloney – Deputy Director of Public Transit

Effective August 17, 2026, Rachel will be promoted to Deputy Director of Public Transit.

Rachel has served as General Manager of Bus and Paratransit and has been closely involved in many of the operational and workforce initiatives underway throughout Metro.

In her new role, Rachel will take on broader responsibilities across Public Transit and will work with Metro leadership and employees throughout the organization to continue improving service delivery, operational performance, employee development, and the customer experience.

Steve Scime – General Manager of Bus, Paratransit, and Mobility Services

Effective August 17, 2026, Steve will be promoted to General Manager of Bus, Paratransit, and Mobility Services.

Steve brings extensive operational experience and a strong understanding of our system, our employees, and the customers we serve. In his new role, he will oversee Metro's bus, paratransit, and mobility operations and continue working with our teams to improve service reliability, workforce availability, safety, succession planning, and the overall customer experience.

Vance McDaniel – Temporary Promotion to Asst. Manager of Transportation 

Vance will be temporarily promoted to support the Operations Control Center (OCC), Training Department,  and 19-A compliance.

This assignment will provide additional leadership support and focus in these important areas while helping Metro strengthen operational oversight and maintain our commitment to regulatory compliance and safe operations.

 

Continuing to Move Metro Forward

Phase 2 is about more than changes to an organizational chart. It is about building a stronger organization, providing opportunities for our employees to grow, improving how our departments work together, and making sure our leadership structure supports the people who deliver Metro service every day.

There will be additional Phase 2 updates as we continue implementing these organizational improvements.

We recognize that organizational changes affect employees throughout Metro, and we appreciate everyone's continued professionalism, flexibility, and commitment to our customers and one another.
