Russell Stark has been named the Deputy Director Aviation. Russell joins the NFTA after spending four-and-a half years as the Airport Director at Stockton Metropolitan Airport in Stockton California.

Prior to his time in Stockton California, Russell served as the Commissioner of Aviation at Oneida County (Griffiss International Airport) from April 2014 to January 2018. Russell has a MBA from City University, Bellevue WA and a BS and MAS degree from Embry Riddle Aeronautical University in Daytona Beach Florida.

Russell also served in the United States Army from 1980 –2012 achieving the rank of Chief Warrant Officer 5.
